Prohibits citizens, residents, governments, and entities from China, Iran, North Korea, and Russia from purchasing, acquiring, or leasing agricultural land or property within 25 miles of military installations in North Carolina

Requires prohibited foreign parties who already own such land before December 1, 2025 to register with the Secretary of State and Attorney General, with civil penalties of at least $1,000 per day for failure to register

Mandates that prohibited foreign parties acquiring covered land after the effective date through inheritance, debt collection, or security enforcement must divest within three years

Requires buyers of covered land to provide a sworn affidavit attesting they are not a prohibited foreign party, to be attached to the deed

Authorizes the Attorney General to investigate violations, issue subpoenas, and initiate receivership proceedings for forced divestiture, with excess sale proceeds forfeited to the state rather than paid to the violating party
