Grants the Governor authority to issue a residential eviction moratorium by executive order during a declared state of emergency when the disaster has caused widespread displacement, job loss, or economic hardships that would lead to significant homelessness

Initial moratorium limited to 90 calendar days, with extensions allowed in 30-day increments up to a maximum of 180 total calendar days

Defines "eviction" broadly to include formal eviction proceedings, nonrenewal of leases for nonpayment of rent, and any other involuntary removal from a rental unit

Prohibits the General Assembly and Council of State from rescinding, modifying, or otherwise affecting a residential eviction moratorium issued under this provision

Authorizes the Governor to direct available State and federal funds toward rental assistance programs to mitigate financial impacts on landlords and tenants during the moratorium
