Lowers the threshold for lottery winner confidentiality from $50 million to $5 million, allowing winners of prizes at or above this amount to request their identifying information remain confidential

Removes the previous 90-day time limit on confidentiality, making the anonymity protection permanent upon winner request

Requires disclosure of winner information only for specific purposes: notifying NC Department of Revenue, IRS, out-of-state tax authorities, debt set-off programs, judgment debtor proceedings, and court orders

Amends both G.S. 18C-132 (lottery procedures) and G.S. 132-1.2 (public records confidentiality statute) to align the confidentiality provisions
