Prohibits defendants from using the discovery of, perception of, or belief about a victim's sex, gender, gender identity, or sexual orientation as a defense to homicide or assault charges

Bars such claims from being used as provocation to negate malice as an element of murder (commonly known as the "gay panic" or "trans panic" defense)

Preserves the admissibility of relevant evidence regarding a victim's or witness's conduct, behavior, or statements in court proceedings

Applies only to offenses committed on or after December 1, 2025; prosecutions for earlier offenses remain under existing law
