Prohibits state and local government employees from downloading, using, or accessing TikTok and WeChat on government-issued devices or information technology systems

Bans government contractors from accessing covered applications on any equipment owned or leased by the state or local political subdivisions

Requires state agencies and local governments to restrict access to TikTok and WeChat websites on government devices and IT systems

Employees or contractors who already have covered applications installed must remove them within 30 days of enactment

Exempts prosecutorial agencies, law enforcement, Department of Adult Correction, and State Auditor investigators for official purposes, with guidelines to be developed by the Departments of Information Technology and Public Safety by March 1, 2026
