Requires The University of North Carolina, all principal state departments, state courts, and the General Assembly to report monthly itemized lists of all expenditures of $1.00 or more for tangible personal property, real property, and services

Department of Administration must publish executive branch expenditure reports on its website within 10 days of receipt; the Administrative Office of the Courts publishes court expenditures; Legislative Services Officer publishes General Assembly expenditures

Reports must include sum total expenditures for each month and be accessible to the public for viewing and inspection

Confidential records protected from disclosure by state or federal law are exempt from publication requirements

Effective July 1, 2025, with first publications required October 1, 2025, covering expenditures beginning with the 2025-2026 fiscal year
