Authorizes the Commissioner of Insurance to establish and operate a State-run Health Benefits Exchange under the federal Affordable Care Act (P.L. 111-148)

Grants the Commissioner authority to adopt or amend rules, policies, and programs necessary to implement and operate the Exchange

Permits the Commissioner to apply for and accept federal funding related to the Exchange and to create advisory boards or committees

Repeals existing statutory language that prohibited state agencies from taking actions toward forming a State-run Health Benefit Exchange or entering Partnership Exchange agreements without General Assembly authorization

Appropriates $100,000 in recurring funds from the General Fund to the Department of Insurance for fiscal year 2025-2026, effective July 1, 2025
