Eliminates the North Carolina Lottery Commission's authority to spend public funds on lottery advertising and promotion

Increases the annual transfer to the Department of Health and Human Services from $1 million to $31 million, with $1 million designated for gambling addiction education and treatment programs and $30 million for foster care programs

Restricts lottery advertising to retailers only, requiring all ads to include responsible gaming information and prohibiting ads that target specific groups, are misleading, or have the primary purpose of inducing lottery participation

Maintains the existing $2.1 million annual transfer to the Department of Public Safety for gambling enforcement activities
