Prohibits the State Education Assistance Authority from awarding Opportunity Scholarship grants to new recipients starting in the 2025-2026 fiscal year, with intent to eliminate the program entirely by 2037-2038 or when all current recipients age out

Reduces the long-term annual appropriation for the Opportunity Scholarship Grant Fund Reserve from $825 million to $541.54 million starting in fiscal year 2027-2028

Cuts scholarship funding by $30 million in recurring funds from UNC Board of Governors appropriations, $28.46 million in nonrecurring funds, and $83.46 million in recurring funds for 2025-2026, with an additional $50 million recurring reduction in 2026-2027

Redirects savings to public schools through the Department of Public Instruction, allocating $113.46 million recurring and $28.46 million nonrecurring for 2025-2026, plus an additional $50 million recurring for 2026-2027, distributed to local school administrative units by average daily membership

Becomes effective July 1, 2025, applying to the 2025-2026 school year
