Establishes an 18-member Sewer Repair Task Force to assess North Carolina's wastewater infrastructure, develop implementation strategies, and identify funding mechanisms including potential contributions from industrial dischargers

Task Force membership includes 4 House members, 4 Senate members, 2 ex officio state agency directors (nonvoting), 4 county commissioners (advisory/nonvoting), and 4 local government wastewater entity representatives (advisory/nonvoting)

Task Force may begin meeting July 1, 2025 and must submit a final report with proposed legislation by December 1, 2026

Appropriates $50 million in nonrecurring General Fund money to the South Granville Water and Sewer Authority for fiscal year 2025-2026

Grant allocation: $20 million for wastewater facility expansion serving Creedmoor and Butner; $15 million for PFAS compliance upgrades; $10 million for water meter modernization; $5 million for lead pipe replacement
