Removes the unearned income limit (currently 150% of federal poverty guidelines) and resource limit from eligibility requirements for the Health Coverage for Workers with Disabilities (HCWD) Medicaid program

Requires the NC Department of Health and Human Services to submit documentation to the Centers for Medicare and Medicaid Services within 90 days for approval of these changes

Maintains existing HCWD eligibility requirements including age 16-64, meeting Social Security Disability criteria, and being engaged in substantial work effort (competitive employment earning at least minimum wage)

Allows continued HCWD eligibility for up to 12 months for individuals who become involuntarily unemployed, including for health reasons, if they maintain workforce connection and pay applicable fees

Appropriates $165,000 in recurring state funds annually for the 2025-2027 biennium to match $301,000 in recurring federal funds, effective July 1, 2025
