Establishes automatic voter registration at Division of Motor Vehicles offices beginning January 1, 2026, for anyone applying for, renewing, or correcting a driver's license or state ID card unless they decline

Extends automatic voter registration to other public agencies (including those administering public assistance, disability services, and unemployment benefits) beginning January 1, 2027

Requires North Carolina community colleges and UNC System universities to offer automatic voter registration to students enrolling or registering for courses beginning January 1, 2027

Applicants who do not decline registration must provide required voter information, declare party affiliation (defaulting to unaffiliated if none chosen), and sign an electronic attestation under penalty of perjury

Requires the State Board of Elections to implement a public education and outreach campaign about the automatic voter registration procedures
