Directs the Department of Health and Human Services to establish a statewide Fetal Alcohol Spectrum Disorders (FASD) Program to prevent alcohol-exposed pregnancies, educate the public, and provide evidence-based interventions for individuals with FASD

Requires designation of an FASD Program Coordinator with expertise in prenatal alcohol exposure to oversee screening, diagnostic capacity, training for professionals, and centralized resource dissemination

Creates a 17-member FASD Advisory Committee with representatives from five state departments, four Governor appointees (individuals with FASD or family members), and eight legislative appointees (health, education, or justice professionals)

Appropriates $2,000,000 in recurring General Fund dollars for the 2025-2027 fiscal biennium to establish the program and cover Advisory Committee operating expenses, effective July 1, 2025

Requires all Advisory Committee appointments to be made within 90 days of the act becoming law
