Requires a report to the Joint Legislative Oversight Committee on Medicaid by October 1, 2025, detailing the State cost share, intended start date, and PHP capitated contract coverage for the new service

Mandates a statewide campaign to educate healthcare providers and community leaders about Medicaid substance use treatment changes and train providers in clinical care

Changes Medicaid policy to suspend rather than terminate coverage when recipients are incarcerated, complying with the federal Consolidated Appropriations Act of 2024, with potential implementation as early as July 1, 2025

Requires DHHS and the Department of Adult Corrections to enter a memorandum of understanding to share data on Medicaid eligibility status of individuals entering or released from North Carolina jails
