Codifies protections from Roe v. Wade and Planned Parenthood v. Casey into North Carolina law, prohibiting the state from imposing an "undue burden" on abortion access before fetal viability

Permits state restrictions on abortion after fetal viability only if an exception exists to preserve the life or health of the pregnant person

Expands who can perform abortion-related care by granting physician assistants, nurse practitioners, and certified nurse midwives the same limited immunity and authority currently designated for physicians

Repeals restrictions on state funding for abortion and requires the State Health Plan for Teachers and State Employees to provide abortion coverage

Removes prohibitions preventing county and city governments from offering abortion coverage to employees that exceeds state plan coverage, and repeals a restriction on abortion coverage in qualified health plans
