Repeals the provision allowing state employees to authorize automatic payroll deductions for payments to employees' associations

Eliminates payroll deduction option for employees of political subdivisions, local boards of education, and community colleges who belong to domiciled employees' associations with at least 2,000 members

Removes payroll deduction authorization for local board of education employees who are members of associations with at least 40,000 members (majority public school teachers)

Effective immediately upon becoming law
