Requires guardians appointed to serve incompetent persons to complete mandatory training within six months of appointment, covering legal duties, ward rights, available resources, medical terminology, and financial reporting requirements

Establishes training requirements for guardians ad litem representing incompetent wards, including education on due process rights, medical terminology, available benefits, and psychological/social concerns

Grants clerks discretion to partially or completely waive training requirements, or expand them, based on the guardian's experience and education, their duties, and the needs of the incompetent person

Requires the Secretary of Health and Human Services to adopt rules ensuring disinterested public agents receive the same minimum training as other guardians

Becomes effective January 1, 2026, applying to guardian and guardian ad litem appointments made on or after that date
