Adds three new definitions to North Carolina's solid waste management statutes (G.S. 130A-290) related to advanced recycling processes

Defines "mass balance attribution" as an auditable chain of custody accounting methodology using third-party certification to track feedstock quantities attributed to recycled products

Defines "recycled products" as products made from recyclable material through chemical recycling processes using mass balance attribution, while maintaining that such products remain subject to existing air, water, and hazardous waste regulations

Defines "third-party certification system" as an international or multi-national certification system providing rules for implementing mass balance attribution methodologies

Effective immediately upon becoming law
