Creates a new "Individual Freedom Bill of Rights" in Chapter 99D of the General Statutes, establishing nine fundamental rights that cannot be violated without a compelling state interest and narrowly tailored means

Prohibits state and local agencies from conducting warrantless surveillance, tracking, or data collection on individuals

Bars government entities from requiring disclosure of private medical decisions, religious beliefs, or political affiliations for benefits, employment, or services, and prohibits denying services based on such information

Protects access to reproductive health care, contraception, and medical treatment from restrictions based on ideology rather than medical science, and safeguards parental authority from government override without due process

Requires public education to be fact-based and historically accurate, prohibits compelling individuals to affirm political ideologies in schools or workplaces, and mandates merit-based employment and housing free from quotas
