Prohibits the intentional injection, release, or dispersion of chemicals, compounds, substances, or apparatus into the atmosphere within North Carolina for the sole purpose of atmospheric modification

Defines "atmospheric modification" to include stratospheric aerosol injection (SAI), cloud seeding, and electromagnetic radio frequency or microwave radiation emissions affecting temperature, weather, sunlight intensity, environment, agriculture, wildlife, human health, aviation, state security, or the economy

Exempts licensed pesticide application via aircraft from the prohibition

Directs the Environmental Management Commission to adopt rules to implement the act

Amends G.S. 143-213 and G.S. 143-215.108(a) and takes effect upon becoming law
