Grants judicial review rights to persons aggrieved by agency determinations on funding assistance claims under G.S. 133-14, removing prior language that made agency decisions "conclusive and not subject to judicial review"

Requires petitions for review to be filed in superior court within 30 days of receiving the final agency determination, with courts able to accept late filings for good cause

Establishes de novo review standard, allowing courts to affirm, reverse, or modify agency determinations that violate constitutional provisions, applicable laws/regulations, or contain other legal errors

Preserves appeal rights even if the aggrieved person has already received funding or other assistance under the Article

Applies to administrative proceedings with final determinations entered on or after the effective date of the act
