Certificate of Need (CON) laws would be eliminated in most North Carolina counties, applying only to counties with both a population under 100,000 and at least one functioning hospital

Removes the "urban" qualifier from ambulatory surgical facility exemptions, allowing facilities in any county (not just those over 125,000 population) to opt out of CON requirements by obtaining a qualified ambulatory surgical facility license

Qualified ambulatory surgical facilities must maintain at least 4% of total earned revenue from self-pay and Medicaid patients and report this percentage annually to the Department of Health and Human Services

Repeals Section 3.3 of S.L. 2023-7, which contained prior CON-related provisions

Effective November 21, 2025 for certain provisions; otherwise effective upon becoming law
