Prohibits adversarial foreign governments and state-controlled enterprises from purchasing, acquiring, leasing, or holding any interest in agricultural land or land within 75 miles of military installations in North Carolina

Defines "adversarial foreign government" as countries or state-controlled enterprises subject to International Traffic in Arms Regulations (22 C.F.R. § 126)

Specifies 12 military installations covered, including Fort Bragg, Camp Lejeune, Cherry Point Marine Corps Air Station, Seymour Johnson Air Force Base, and North Carolina National Guard facilities

Declares any land transfer violating these provisions void, with responsibility for compliance resting solely on the adversarial foreign government and the State of North Carolina

Effective December 1, 2025, with a severability clause preserving remaining provisions if any section is declared unconstitutional
