Expands North Carolina's automatic enrollment policy for advanced courses to include English Language Arts in addition to mathematics for K-12 students

Students scoring at the highest level on end-of-grade or end-of-course tests must be automatically enrolled in advanced learning opportunities (grades 3-5) or advanced courses (grades 6 and higher) in both math and ELA

Requires written parental consent before any qualifying student can be removed from an advanced course or learning opportunity

Department of Public Instruction must submit annual reports to the Joint Legislative Education Oversight Committee starting December 15, 2025, now including socioeconomic status data alongside demographics

Effective beginning with the 2025-2026 school year
