Teachers with limited licenses can convert to continuing professional licenses if they have positive EVAAS growth scores for two of the three most recent years, waiving standard examination requirements

Establishes the Teacher Apprenticeship Program as a competitive grant program administered by the Department of Public Instruction and ApprenticeshipNC, with Advanced Teaching Roles units eligible to receive up to $7,500 per apprentice annually for salary supplements and up to $5,000 for enrollment costs

Apprentices must hold a bachelor's degree, an emergency/residency license or permit to teach, work full-time with mentor teachers, and cannot serve as teacher of record or work as apprentices for more than three years

Redirects $1,000,000 in recurring funds from the existing Teacher Apprentice Grant Program to fund the new Teacher Apprenticeship Program beginning in fiscal year 2025-2026

Requires the UNC Board of Governors and State Board of Community Colleges to report by February 15, 2026 on an expedited pathway for high school students to enter teaching, including accelerated credit options and structured classroom experience
