Expands public notice requirements for wind energy facility permits to include all property owners within 1 mile of the facility boundary and all county/municipal governments within 20 miles of the proposed facility

Requires public hearing notices to be published in newspapers of general circulation in the host county and all counties within 20 miles, for at least two consecutive weeks beginning no less than 45 days before the hearing

Mandates that all new wind energy facilities obtain FAA approval for and install light-mitigating technology systems (aircraft detection lighting) on turbines before commencing operations

Requires existing wind energy facilities to file FAA requests for light-mitigating technology within 60 days of the act becoming law, and install approved systems within 24 months of approval, with a $25 registration fee

Prohibits the Department from issuing final permit decisions until receiving both FAA "Determination of No Hazard to Air Navigation" and FAA decision on the light-mitigating technology request
