Appropriates $10 million annually for the Midlife Health Access Grant Program to fund federally qualified health centers, rural clinics, and nonprofits providing care to uninsured midlife women, with priority for rural/underserved areas and grants capped at $100,000 per recipient

Creates refundable individual tax credits of 50-100% for out-of-pocket midlife healthcare expenses (based on income up to $200,000) and a 10% business tax credit capped at $5 million annually for employers covering employee midlife healthcare costs

Requires UNC medical schools to establish midlife health fellowship programs and expands telehealth infrastructure grants with priority for practices providing essential midlife services; establishes a Regional Midlife Health Hubs pilot program in five counties with $2.625 million annually

Establishes a 9-member Midlife Health Advisory Council and requires annual reporting on healthcare coverage gaps and disparities among midlife women, with $500,000 for a statewide awareness campaign and $2 million annually for community partnership grants
