Prohibits operating a motor vehicle while holding a wireless communication device, watching/communicating by video, or texting on public streets, highways, or public vehicular areas

Drivers under 18 are prohibited from using any wireless communication device while driving, except for GPS navigation with addresses entered before operating the vehicle

Fines escalate based on prior violations within 36 months: $100 for first offense (no insurance points), $150 for second offense (1 insurance point), $200 for third or subsequent offense (2 insurance points)

School bus operators who violate the law face the same fines but are charged with a Class 2 misdemeanor instead of an infraction

Exemptions include emergency communications, law enforcement and first responders performing official duties, commercial drivers using two-way radios, and manufacturer-installed or integrated vehicle equipment; effective December 1, 2025, with a six-month warning period
