Expands the definition of "vapor product" to include "smart vapes" that resemble phones and gaming devices

Requires retail dealers to obtain a vapor products license for each location where they receive or store tax-paid vapor products

Increases annual gaming tax revenue allocation to the Department of Health and Human Services from $2 million to $12 million for gambling addiction programs, with $5.4 million for treatment and recovery, $4.2 million for prevention and school-based programs, and $2.4 million for a statewide public awareness campaign

Mandates annual reporting by February 28 to the Joint Legislative Oversight Committee on gambling addiction program expenditures, individuals served, and program effectiveness
