Requires all health benefit plans with maternity coverage to include services for births occurring at home or at birthing centers under the supervision of a qualified healthcare provider, effective October 1, 2025

Directs NC Medicaid to cover home births and birthing center services at 90% of average commercial rates, with implementation on or after July 1, 2025

Appropriates $150,000 in nonrecurring funds for fiscal year 2025-2026 to expand birthing center access under the State Health Plan for Teachers and State Employees

Authorizes subsidies up to $1,500 for maternity care at birthing centers and requires reimbursement rates of at least 90% of average commercial hospital rates for similar services

Applies maternity coverage requirements to the State Health Plan beginning the next plan year after the act becomes law
