Appropriates $309,568,563 from the State Capital and Infrastructure Fund for construction of a new automated warehouse for the NC ABC Commission, with repayment required at minimum $20,670,000 annually starting by July 1, 2029

Creates a new "service business permit" ($50 application fee, $50 annual registration) allowing state-licensed service businesses to provide up to two complimentary servings of malt beverages (16 oz) or unfortified wine (8 oz) per customer per day

Corrects open container law to require single-serving alcoholic beverages sold for off-premises consumption be transported in unopened manufacturer's containers, locked containers, trunks, or areas behind the last upright seat—not simply "sealed" in the passenger area

Allows counties without ABC stores to hold mixed beverage elections if a city in that county operates an ABC store, and permits mixed beverage purchasers to buy from any ABC store designated for mixed beverages in the same county

Makes technical corrections regarding brown-bagging permits for veterans organizations, airport alcohol service statute references, and allows customers in social districts to bring mixed beverages purchased from permitted sellers onto non-mixed-beverage permitted business premises
