Prohibits banks from denying or canceling services to agriculture producers based on greenhouse gas emissions, use of fossil-fuel derived fertilizer, or use of fossil-fuel powered machinery

Defines "agriculture producer" as any person or entity engaged in commercial production of crops or livestock

Extends the anti-discrimination provisions to state savings and loan associations, state savings banks, and credit unions

Requires the Commissioner of Banks to monitor compliance during regular bank examinations and authorizes enforcement actions against violating institutions

Takes effect immediately upon becoming law and applies to acts committed on or after that date
