Defines 12 prohibited "divisive concepts" including that one race or sex is inherently superior, individuals bear responsibility for past actions of their racial/sex group, or that meritocracy is inherently racist or sexist

Bans public higher education institutions from establishing processes to report or investigate First Amendment-protected speech, including satire or speech labeled as microaggression

Requires annual written certification by September 1 to governing boards confirming compliance, with consolidated reports due to legislative committees by January 15 each year

Allows academic discussion of divisive concepts if institutions make clear they do not endorse them, and permits chancellors to approve required courses on such topics for specific degree programs with reporting to governing boards
