Establishes a framework for transferring funds from the State Emergency Response and Disaster Relief Fund (SERDRF) to the Hurricane Helene Disaster Recovery Fund for ongoing relief efforts

Applies to North Carolina counties designated under a federal major disaster declaration by the President under the Stafford Act as a result of Hurricane Helene

Appropriations made under this act are capped at maximum amounts necessary for implementation, with any unneeded funds to be returned as savings

Effective immediately upon becoming law
