Appropriates $3 million per year for the 2025-2027 biennium to establish a Family Support Regional Hubs Pilot Program in up to three regions, providing in-person and online access to consolidated family support services with a report due February 1, 2028

Appropriates $7 million per year for a Child Care Innovation Pilot Program offering competitive grants to employers for on-site child care, directed grants up to $1,000 to nonprofit/faith-based centers in rural areas, and funding for innovative projects in five high-need counties

Appropriates $5 million per year for a Targeted Food Access Pilot Program supporting produce prescription programs, mobile food markets in food deserts, and partnerships with farmers markets and culturally appropriate food providers

Appropriates $5 million for the 2025-2026 fiscal year to establish a Year-Round Nutrition Service Pilot Program providing free breakfast and lunch to students through the summer in school districts participating in the Community Eligibility Provision Program

Creates a nine-member Family Support Advisory Board to oversee program integration, with annual reporting requirements beginning May 1, 2027, and appropriates $2 million recurring for telehealth expansion and $3 million recurring for employer incentives to offer on-site child care
