Establishes a 21-member North Carolina Cybersecurity and Quantum Resilience Study Commission to investigate how emerging quantum computing technologies could threaten state systems, legacy encryption methods (RSA, Elliptic Curve Cryptography), and critical infrastructure including IoT and smart city initiatives

Commission members appointed by the Governor (7), President Pro Tempore of the Senate (7), and Speaker of the House (7), including cabinet agency representatives, cybersecurity experts, academic researchers, industry representatives, and public members

Requires the Commission to conduct risk assessments, collaborate with universities and industry experts on quantum-resistant cryptographic techniques, and develop a roadmap for transitioning to quantum-safe encryption methods

Appropriates $250,000 from the General Fund effective July 1, 2025 to fund research initiatives, public hearings, stakeholder meetings, and report development

Commission must convene within 30 days of enactment and submit a comprehensive report with findings and recommendations to the General Assembly by July 1, 2026
