Increases Medicaid reimbursement rates for ASAM level 2.1 intensive outpatient services to $255.28 per diem and level 2.5 comprehensive outpatient services to $400.00 per diem

Establishes new Medicaid coverage for three residential treatment levels: ASAM 3.1 at $350.00 per diem, ASAM 3.3 at $250.00 per diem, and ASAM 3.5 at $550.00 per diem

Increases rates for ASAM level 3.7 medically monitored residential treatment to $650.00 per diem and non-hospital medical detoxification to $756.65 per diem

Appropriates $15 million in recurring state funds annually for the 2025-2027 fiscal biennium to implement the rate changes

State funds will match $27.4 million in recurring federal funds each year, bringing total annual funding to $42.4 million
