Adds "adequate shelter" and "adequate space" to the list of necessities that must be provided to animals, with deprivation constituting a Class 1 misdemeanor

Establishes detailed shelter requirements including protection from weather, proper lighting and cleaning, temperature thresholds (shading above 85°F, bedding below 32°F), and solid resting surfaces for dogs and cats

Sets tethering standards requiring tethers be at least 15 feet or four times the animal's length, weigh no more than one-tenth of the animal's body weight, and prohibits outdoor tethering during extreme weather

Creates new "companion animal hoarder" classification for persons possessing 10 or more companion animals while failing to provide adequate care, requiring mandatory psychological evaluation and treatment upon conviction

Becomes effective December 1, 2025, and allows local governments to maintain or adopt companion animal ordinances that meet or exceed these state standards
