Creates the North Carolina Healthy Soils Task Force within the Department of Agriculture and Consumer Services with 11 voting members, including representatives from NC State, NC A&T, the Soil Health Institute, NC Farm Bureau, NC Composting Council, and four farmers appointed by the Governor

Requires the Task Force to develop a comprehensive healthy soils initiative and action plan addressing research, education, technical assistance, financial incentives, compost use, and livestock contributions to soil health

Governor must appoint farmers meeting specific criteria: one farming less than 180 acres, one farming 180-500 acres, two focused on row crops, and two on specialty crops

Task Force must submit its comprehensive action plan and recommendations to the Governor and legislative agricultural committees by January 31, 2027

Act expires on December 31, 2029 or upon submission of the final report, whichever occurs first
