Creates the Competency-Based High School and Healthcare and High-Tech Pathways Program through a partnership between Mooresville Graded School District and Mitchell Community College, with up to $2 million per year in intended appropriations for the 2025-2027 biennium

Establishes the Lighthouse Math Project at Wake Technical Community College partnering with Wake County Public Schools (East Wake and Knightdale High Schools), using Khan Academy's Khanmigo AI tutoring to increase college-level math readiness, with intended funding of $500,000 to DPI and $1 million to the Community Colleges System

Creates the Community College Seamless Skills Initiative through Fayetteville Technical Community College and Wilkes Community College to develop competency-based pathways in high-demand technology fields, including student-owned digital credential wallets, with intended appropriations of up to $3.75 million

Requires the Office of Learning Research at NC Collaboratory to evaluate all programs and report annually to the Joint Legislative Education Oversight Committee starting March 15, 2027, with intended funding of up to $450,000
