Establishes the North Carolina Competency-Based Education Innovation Grant and Network Program to help schools transition from time-based instruction to mastery-based learning models

Selects 10 schools to participate in Phase One, running from 2025-2026 through 2028-2029, with planning in the first year and implementation beginning in 2026-2027

Awards $330,000 per participating school, with $95,000 annually designated for CBE implementation training and remaining funds for transition costs, travel, and resources

Requires the Department of Public Instruction to partner with a third-party vendor to develop standards-aligned proficiency scales for all content areas and grade levels across K-12

Mandates quarterly progress reports from participating schools and a final report to the Joint Legislative Education Oversight Committee by December 1, 2029, including student outcomes and recommendations for statewide scaling
