Establishes the LIFT Program providing $1,000 monthly payments to four groups: homeless high school seniors (April-August), young adults aged 16-27 exiting foster care, expectant or new mothers with children under 18 months, and natural disaster survivors (for 12 months after qualifying for FEMA assistance), running from April 2026 through April 2035

Creates the Healthy Start NC Program with $161.6 million annually from TANF Block Grants plus $146.3 million annually from the General Fund for the 2025-2027 biennium, providing $1,500 one-time prenatal payments and $500 monthly post-birth payments for up to one year to eligible mothers

Program income payments are exempt from state income taxes, cannot be used to offset recipient liabilities, and do not affect eligibility for other public assistance programs

Sets the corporate income tax rate at a flat 2.25%, eliminating the previously scheduled phase-down to 0% that was set to occur by 2030

Requires the Department of Health and Human Services to coordinate with multiple state agencies and partner with a nonprofit organization to administer payments and raise private funds to expand program reach
