Authorizes counties with population over 1,000,000 that border another state and include a municipality operating light rail to create a Metropolitan Public Transportation Authority (MPTA), with provisions specifically targeting Mecklenburg County

Establishes a 27-member board of trustees for the MPTA, with 12 appointed by the county, 12 by the largest municipality, 2 by the General Assembly, and 1 by the Governor, serving four-year terms with a two-consecutive-term limit

Grants the MPTA broad powers including eminent domain, bond issuance, setting transit rates and fares, operating public transportation systems, and requiring liability insurance of at least $200 million per incident for rail services

Requires the Authority to complete a study by July 1, 2025, and within one year establish bylaws, governance policies, human resources plans, and agreements for transferring Charlotte Area Transportation System (CATS) assets from the City of Charlotte

Effectiveness contingent on passage of Senate Bill 145 (2025), with provisions to terminate existing interlocal agreements and dissolve the Metropolitan Transit Commission when the new tax authority becomes effective
