Requires local agricultural advisory boards to hold public hearings before any state or local agency can condemn farmland within voluntary agricultural districts, changing this from optional ("may") to mandatory ("shall")

Extends the deadline for advisory boards to hold hearings and submit findings from 30 days to 45 days after receiving a condemnation request

Prohibits agencies from initiating condemnation actions until 120 days after the advisory board submits its findings and recommendations, replacing the previous restriction that only applied during the board's review period

Requires advisory boards to prepare written findings and recommendations to submit to the agency proposing the farmland acquisition

Effective October 1, 2025, applying to condemnation actions initiated on or after that date
