Expands eligibility for private need-based scholarships by adding a new category of qualifying institutions: SACSCOC-accredited postsecondary schools designated as level VI degree-granting institutions with a permanent campus in North Carolina

Creates a new "permanent campus" definition requiring only permanent classrooms with full-time faculty and administration, distinct from "main permanent campus" which also requires on-premises housing and food services

Removes the nonprofit requirement for certain eligible private postsecondary institutions, changing language from "a nonprofit" to "an eligible private postsecondary institution"

Applies to scholarships awarded beginning with the 2025-2026 academic year
