Defines a school resource officer (SRO) as a law enforcement officer assigned to public schools for at least 20 hours per week for more than 12 weeks per year to assist with school safety, security, and emergency preparedness

Requires all SROs to complete initial training within one year of assignment and ongoing continuing education, covering mental health, students with disabilities, racial equity, and crisis intervention/de-escalation

Training standards must be established by the NC Criminal Justice Education and Training Standards Commission and NC Sheriffs' Education and Training Standards Commission by January 15, 2026

Requires school-based juvenile delinquency complaints initiated by SROs to be signed by a school administrator or school social worker before being filed in court, effective January 1, 2026

School-based complaints include alleged delinquency occurring on school grounds, school property, school bus stops, off-campus school events, or where the school is identified as the victim
