Eliminates Haw River, Deep River, and Contentnea Creek as separate subbasin designations, folding them into their parent major river basins (Cape Fear and Neuse) to remove interbasin transfer certificate requirements for water transfers within those basins

Applies to water withdrawals or transfers initiated or modified on or after the effective date, allowing municipalities and utilities greater flexibility in regional water infrastructure planning

Expands the 2020 Farm Act TMDL transport factor calculation provisions from only local governments with fewer than 15,000 connections to all wastewater discharge permit applicants in the Neuse River Basin

Removes the requirement for the Environmental Management Commission to select independent professionals to validate watershed modeling before adopting new transport zones and delivery factors

Effective upon becoming law, with the TMDL transport factor provisions expiring when the Environmental Management Commission adopts new rules on transport zones
