DMV must provide driver's license materials, written tests, driver handbooks, and training courses in 25 languages including Spanish, Mandarin Chinese, Hindi, Vietnamese, Cherokee, and various Southeast Asian languages, effective January 1, 2026

Department of Health and Human Services receives $100,000 to develop multilingual healthcare forms including informed consent documents and patient bills of rights; healthcare providers receiving state funds are encouraged to employ multilingual staff or interpreters

Six new public holidays added: Lunar New Year, Eid al-Adha, Yom Kippur, Diwali, Eid al-Fitr, and Rosh Hashanah; Robert E. Lee's Birthday and Confederate Memorial Day removed from the list

Total appropriations include $20,000 to DMV/DOT for materials and signage, $1,000,000 recurring to DPI for substitute teachers when teachers take religious holiday leave, and $10,000 for public awareness of new holidays
