Establishes a $5,000 resource limit for cash assistance eligibility, with one vehicle excluded if used for work, training, education, or job search, plus a $4,650 equity exclusion for one additional vehicle

Removes the state's 24-month time limit on cash assistance (with 36-month waiting period to reapply), retaining only federal time limitations
