Prohibits the North Carolina Turnpike Authority from collecting tolls on Interstate 95 for ten years, effective immediately upon becoming law

After July 1, 2035, tolling I-95 would require prior approval from the General Assembly before implementation

Amends G.S. 136-89.198, which currently allows the Authority to toll existing interstate highways with federal Department of Transportation permission

Existing interstate tolling authority remains intact for other highways, with revenues restricted to repair and maintenance of the specific interstate where collected
